ADAMS TWP — Supervisors approved a formal resolution on the Three Degree Road turnback process Nov. 9, after discussing how it's currently shaping up.
The turnback project extends over Three Degree Road for roughly five miles from Valencia borough through Adams Township, and has been in the works for years.
It would allow Adams Township to own and maintain Three Degree Road instead of the state.
The township has worked with local, county and state officials on the turnback process, which was identified as a major 2020 township objective earlier this year.
Gary Peaco, township manager, said a resolution with PennDOT will allow the state to pay for two years of the expensive legal process associated with the turnback going through.
“PennDOT has agreed to fund the project over two fiscal years,” Peaco said.
According to Peaco, the township hopes to start the legal process in 2021 and finish in 2022.
Supervisor Chairman Russell Ford said the township is expecting to get about $4.3 million from the state for turning back Three Degree Road.
“It needs to be taken back (under) certain specifications,” Ford said, noting those specifications would need to be covered financially by the township.
The $4.3 million should cover much of the project. But Ford said the township is looking at spending up to an additional $1 million on the turnback.
“To bring (the road) up to where it actually needs to be,” Ford said.
Ford said the township has been setting aside money for two years to help the township take over Three Degree Road. These set-asides put the township in a “pretty good place,” according to Ford.
“This is a very valuable road,” Ford said. “We're going to do it the right way.”
Ron Shemela, township supervisor, said the Three Degree project is slated to be the largest turnback in PennDOT history.
“If we didn't spend some funds to make it happen, it would never happen,” Shemela said.
The supervisors unanimously approved the turnback resolution.
Township officials discussed the opportunity to have the public involved with a turnback taskforce moving forward.
